Describing the frozen region of Hell, Milton says that it was inhabited by monsters of all sorts and descriptions, more fierce, abominable and perverse, than ancient legends have mentioned, or which man’s fear has ever conceived.
In these lines Milton hints at the manner in which fabulous monsters have come into being. They have no existence beyond the imagination of man. They have all been created by him in his great dread.
The ancient legends are full of such creatures, the inventions of man's fear: hence his scepticism in them, implied in the term feigned.
